WCCO: “Appeals Court Keeps ‘Photo Cops’ Turned Off”
I can’t find the decision online yet, but WCCO is reporting that the Minnesota Court of Appeals upheld the district court’s finding that the red-light cameras were illegal under Minnesota law. From the article, it sounds like the Court of Appeals generally agreed with the district court.

Writing for the appeals panel, Judge Harriet Lansing seized on that point.
“Under the state statute, an element of the crime is that the defendant was the driver,” she wrote. Under the Minneapolis ordinance “in contrast, the defendant must establish that he was not the driver and that someone else was.”
